To compete and thrive in the 21st century, democracies, and the United States in particular, must develop new national security and economic strategies that address the geopolitics of information. In the 20th century, market capitalist democracies geared infrastructure, energy, trade, and even social policy to protect and advance that era’s key source of power—manufacturing. In this century, democracies must better account for information geopolitics across all dimensions of domestic policy and national strategy.
The purpose of this paper is to analyze how China’s new power is reaching Europe, the challenges that it poses, and the European responses to this new reality. This process has to be examined in the context of the current strategic competition between China and the U.S. and its reflection on the transatlantic relationship.

As part of a high profile tour of China in February, Saudi Arabia’s Crown Prince Mohammed Bin Salman (MBS) has overseen a range of multi-billion dollar pledges and MOUs with Beijing. During the fall 2015 semester, former Minister Hedi Larbi convened eight distinguished experts, each with direct operational and academic experience in Arab countries and economies to participate in a study group titled Rewriting the Arab Social Contract: Toward Inclusive Development and Politics in the Arab World. Over the course of seven sessions during the semester, these experts contributed to an integrated approach to the historical, social, political, and economic dimensions of the Arab uprisings, focusing in particular on the often overlooked economic and social issues at the root of the uprisings.

"Much of Africa's diplomatic agency in its relations with China is mediated through development learning. One obvious area of interest for Africa is the role of state capacity in promoting economic development. African governments are learning how to engage with China through FOFAC and other collaborative ventures. These lessons are being deployed when negotiating with other countries."
