Maintaining U.S. leadership in the NATO Alliance and sustaining the critical relationship between the U.S. and the European Union will continue to be among the most vital strategic aims of the United States in the decade ahead. Both of our political parties and the great majority of Americans in recent public opinion polls support a continuation of American leadership in NATO. We should also continue to view the over 500 million people who live in the European Union as our allies, friends and economic partners.

Pursuing a Low-Carbon Action Plan: The Case of Chongqing City

China has committed to stabilize its greenhouse gas emissions and increase the percent of non-fossil fuel energy to 20% by 2030. This goal will require significant programmatic and policy changes across all sectors of its economy. The challenge is how to make these changes without incurring measurable political and economic costs. Ideally governments will draw lessons from efforts in other countries, but the Chinese system is unique. Hence it has created its own learning experiences by investing in multiple pilot policies and programs at the provincial and city levels.

The Russian Reality Check on Turkey's Gas Hub Hopes

On Nov 24, 2015, Turkey shot down a Russian fighter jet after it veered into its airspace for 17 seconds. On December 13, a Russian ship fired warning shots at a Turkish vessel in the Aegean Sea. Bilateral tensions, with overt military dimensions, have seemed to quickly replace the goodwill that characterized relations only a year ago.

At the 2012 U.N. Climate Change Conference held in Doha, Qatar, Costa Rica's 800-member Coopedota coffee cooperative launched the world's first carbon-neutral certified coffee (Carbon Clear, 2011).

Eco-Competitiveness and Eco-Efficiency: Carbon Neutrality in Latin America

Improvements in eco-efficiency—defined as a combination of reducing waste and reducing the use of raw inputs—offer one strategy for reducing greenhouse gas emissions while also lowering production costs. In addition, changes in culture—at the level of individual businesses, countries, or both—can enhance the eco-competitive position of these businesses and countries. This paper describes three examples from Costa Rica and shows how the goal of achieving carbon neutrality can provide incentives for improving eco-efficiency and eco-competitiveness.
